2. PERSONAL RIGHTS AND LIBERTIES
Right to defense
Article 37
Every one shall be guaranteed the right to defense, and especially : to be informed in the language he/she understands about the charges against thereof ; to have sufficient time to prepare defense and to be defended personally or through a defense attorney of his/her own choosing.

BASIC RULES
Rights of Suspects i.e. Accused Persons
Article 4
(2) Suspects shall be provided with an opportunity to make a statement regarding all the facts and evidence incriminating them and to present all facts and evidence in their favour.
1. In the determination of any charge, the accused shall be entitled to a public hearing, having regard to the provisions of this Statute, to a fair hearing conducted impartially, and to the following minimum guarantees, in full equality:
(h) To make an unsworn oral or written statement in his or her defence; and
