(1.a) Gather by any means it deems appropriate any information it considers relevant

(1.f) request information from the relevant authorities of a foreign country and to gather information from victims, witnesses, government officials and others in foreign countries;
6. The Court may ask any intergovernmental organization to provide information or documents. The Court may also ask for other forms of cooperation and assistance which may be agreed upon with such an organization and which are in accordance with its competence or mandate.
