Principle of legality
The legal and criminal consequences arising out of the commission of a criminal offence may only be applied in accordance with the provisions of this Code.

Section 31 (Application of criminal law)
3. Penalties or security measures not clearly provided for by law at the moment the criminal offence was committed shall not be enforced.
A person convicted by the Court may be punished only in accordance with this Statute.
