Article 20.
A law adopted after the commission of an illegal act by a person and that envisages severe punishment for that act shall not be retroactive .

(1) Criminality and punishability of an act must be defined by the law being in force at the time it was committed.

1. Execution of a sentence as well as application of other penal measures and assistance to the persons subject to release shall be fulfilled in accordance with the legislation valid at the time of their execution.
A person convicted by the Court may be punished only in accordance with this Statute.
