8. Act not applicable to arrest or extradition
Nothing in this Act shall be construed as authorising the extradition or the arrest with a view to extradition of any person in respect of whom a request for assistance has not been received.
For the purposes of this Statute:
(b) "extradition" means the delivering up of a person by one State to another as provided by treaty, convention or national legislation.
